Our Council

The History

The Municipality of Orange was established in 1860 to cater for a population of 400 within one square mile village area. Of the 54 eligible voters, 49 voted in the February elections.

Orange proclaimed as a city in 1946, and today with over 38000 citizens, Orange is a thriving city with 12 Councillors and a dedicated staff to help run and maintain the city. 

The Staff 

Orange City Council employs approximately 400 people, including casuals. This number fluctuates seasonally throughout the year, as extra people are employed to assist operate facilities such as the Olympic Pool, Vacation Care, and busy periods at the Orange Function Centre.

To provide for maximum efficiency and effectiveness of staff, Council has negotiated a number of Enterprise and Council agreements. These agreements relate to particular works areas, and have a focus on multi-skilling, autonomy and teamwork. The agreements have ensured a more flexible workforce, one that can better carry out the work required to implement Council's Management Plan.

To ensure ongoing performance, all permanent employees are involved in an annual performance appraisal. This involves assessing performance over the last year, and setting goals and targets for the coming year.
