The significant role that local government plays in the cultural life of the community is now well recognised. Simultaneously, arts, culture and cultural development are emerging as key indicators of general community development or lifestyle indicators, as Australia, the nation, enters its' second century.

There are many factors contributing to the development of the local government role - the pace of cultural, social and economic change, the development of integrated planning concepts and practice and the demands from the community for increased access to decision making processes. 

This document was prepared by Justin Byrne as a consultant to Arts OutWest which carried out the study for Orange City Council.
