Waste and Resource Recovery
Our objective is to effectively protect our environment for future generations. We do this by providing recycling services, reducing the amount of waste that goes to landfill and promoting natural resource management within our city. Our principle is simple..... DON'T WASTE IT!

Orange City Council Resource Recovery and Waste Management ProjectOrange City Council (‘Council’) is proposing the Orange Resource Recovery and Waste Management Project (‘the Project’) to improve waste management for the next 40 years. The new proposal promises to be a model for sustainable regional waste management.
There is increasing concern across NSW about the way we manage our waste – with limited recycling and heavy reliance on burying it in landfills. Aside from wasting potential resources, the impact on the environment has emerged as a serious concern. The need for action is highlighted by the limited life of the current landfill at the Ophir Road Resource Recovery Centre (RRC), which is estimated to be less than 5 years. Council recognises the need to plan well ahead for the introduction of waste processing technologies and landfill capacity to achieve sustainable long term outcomes. Following the decision of the Land and Environment Court in relation to the previous “Hub Waste Management Proposal”, Council commissioned an independent review of the Hub proposal and Council’s draft Solid Waste and Resource Management Policy. Council has now developed a new sustainable waste management and resource recovery strategy, which includes the new proposal. The Environmental Assessment (EA) for the Orange City Council Resource Recovery and Waste Management Project is on public exhibition from Thursday 1 October until Thursday 12 November. The EA for the project is available to the public. During the exhibition period, a copy of the EA can be viewed at the Department of Planning (DoP) in Sydney, at DoP’s Dubbo Office, Orange City Council, Orange Library, Cabonne Council in Molong, Cabonne’s Engineering and Technical Services in Cudal and the Nature Conservation Council in Sydney. A copy of the EA can be downloaded from the Department of Planning’s website at http://www.planning.nsw.gov.au and go to Development Assessments/On Exhibition/Major Projects or by clicking here Additonally a disk can also be provided on request from Council or the DoP. The Honourable Kristina Keneally (MP), Minister for Planning, has directed a Planning Assessment Commission to be constituted to review the project application and a public hearing to be held. The terms of reference for the Commission are to carry out a review of the Orange Waste Project, and advise on:
the suitability of the site for the project; the environmental impacts of the project, and whether these impacts can be suitably managed or offset to ensure an acceptable level of environmental performance; and whether the project is in the public interest.
