From time to time Orange City Council aims to engage with the community about proposed changes to the Local Environmental Plan (LEP) and the Development Control Plans (DCP) which apply to new housing areas.

Public Exhibition - Amendment 11 - 47-49 Kite Street (former Newstead Bowling Club)
Orange LEP Amendment 11 which was exhibited from Thursday, 22 June 2017 to Friday 21 July 2017, involves amending the LEP in relation to land at 47-49 Kite Street on the corner of Hill Street, locally known as the former Newstead Bowling Club. Land comprising the former clubhouse and its curtilage is proposed to be rezoned from R1 General Residential to B4 Mixed Use in order to facilitate future adaptive reuse of the local heritage item. The proposal adopts building height and floor space limits for the club house consistent with neighbouring properties in Hill Street. The proposal also seeks to remove heritage item status from the remainder of the site (being the former bowling greens since approved for residential units) limiting the heritage area to the clubhouse building and curtilage.
Public Exhibition has now closed. A post exhibition report will be prepared and presented to Council at a date to be confirmed. While the submission period has closed the documentation below is provided for information purposes only.
Amendment 22 - Old Orange Base Hospital
Council advises that LEP Amendment 22 is now on Public Exhibition. Amendment 22 seeks to amend the LEP in relation to land at 84 Dalton Street, known as the former base hospital site and bounded by Prince Street, Anson Street, Dalton Street and Sale Street. The site is proposed to be rezoned from R3 Medium Density Residential to a combination of B4 Mixed Use for the eastern Anson Street end of the site and at the western Sale Street end of the site R3 Medium Density Residential is to be retained for both Prince Street and Dalton Street frontages separated by a corridor of RE1 Public Recreation land.
In addition to the above rezoning the Height of Buildings map is also proposed to be amended in relation to the eastern Anson Street end of the site. Some minor increase in height is proposed to facilitate redevelopment of this area for a potential Public Administration Building or similar. The height limitation mapping is to be removed from the heritage listed former ambulance station on the corner of Anson Street and Prince Street (Lot 1 Section 4 DP 758817).

Amendment 8 - Telopea Way
Council advises that a Planning Proposal to amend Orange Local Environmental Plan 2011, known as Amendment 8, is now on public exhibition.
Amendment 8 relates to 9 Telopea Way Orange (Lot 700 DP 1171441) being land located at the intersection of Telopea Way, Farrell Road and the Northern Distributor Road. The amendment involves rezoning land from zone R1 General Residential to zone B2 Local Centre, and concurrently amend the Height of Buildings Map to 9m and the Floor Space Ratio Map to 0.17:1 across the entire lot.
The proposal is intended to permit consideration of an expansion of the existing North Orange Shopping Centre to accommodate.
- expansion of the current supermarket from 3,200m2 to 4,000m2;
- a future mini-supermarket of 1,750m2; and
- creation of an additional 800m2 specialty retail area.

Amendment 19 - 386 Molong Road
Council advises that a Planning Proposal to amend Orange Local Environmental Plan 2011, known as Amendment 19, is now on public exhibition.
Amendment 19 relates to 386 Molong Road (Lot 81 DP 1202584) being land located at the intersection of Molong Road and the Northern Distributor Road. The amendment involves rezoning the land from R2 Low Density Residential to a combination of R1 General Residential and RE1 Public Recreation. The E2 Environmental Conservation zone also applies to part of the site along the Ploughmans Creek riparian corridor, which is intended to remain. The proposal also seeks to reduce the minimum lot size for subdivision from 1000m2 to a combination of 250m2 and 500m2.
The proposal is intended to permit consideration of a residential subdivision of the land with a mix of lot sizes and open space areas.
