Orange City Council is seeking suitably qualified contractors, consultants, hire companies and IT specialists to register with our contractor management portal, Felix. Felix is free to register and use!
Registering on Felix lets a business operator lodge their business and compliance information (for all current and future projects) at the one time. Instead of having to submit their compliance documents every time they offer a quote, this one-stop-shop approach means this information only needs to sent once.
Contractors can also indicate the categories of work they are willing to do.
Orange City Council will use the Felix system to issue its Requests for Quotation (RFQs). The contractor/consultant can then choose to submit or decline an RFQ.
To be eligible to be considered for work opportunities with Orange City Council please ensure you complete your profile on Felix.
To register with Felix, simply click on the link in this table that matches the work and services you can provide.
Businesses can register for any category (or panel) of work. The full list of sub-categories, listed under each panel, can be viewed below. If the services your company provides do not match with one of these categories, simply email the Council quotations@orange.nsw.gov.au for more information.

The links in this table will take you to the Felix website where you can begin to enter profile information about your business. You can register for more than one panel, to show you are available for different kinds of work. There’ll be a few steps to finish your profile, which include providing up-to-date business info, insurance information, tickets, hourly rates etc.
During the registration, you will be asked to upload electronic copies of documents, for example, to show that your insurance coverage is up to date.
If you are not able to scan these documents or you don’t have them available in an electronic format to upload into Felix, Council staff can assist. Simply send an email to quotations@orange.nsw.gov.au to make an appointment with a Council staff member who can arrange to scan your documents and email them to you.
Any business which undertakes contract work with Orange City Council has to comply with council policies which apply to that setting. You can download these policies here.
